Close Flagler Street To Cars On Weekends, City Resolution Urges

Miami commissioners are scheduled to vote on a resolution urging Downtown Miami’s Flagler Street be closed to vehicles at certain times.

Miami-Dade County controls the street, so City of Miami commissioners can only pass a resolution urging the county consider the closure request.

City commissioners are scheduled to consider whether to adopt the resolution at a meeting on September 26.

Here is a text of the proposed resolution:

 

WHEREAS, the City of Miami’s (“City”) Flagler Street community has adjusted to the restriction of vehicular access due to long term construction and public works improvements; and

WHEREAS, the City is committed to activating public streets and spaces to foster economic growth, pedestrian engagement, and a vibrant community; and

WHEREAS, the City Commission wishes to request that the Miami-Dade County Department of Transportation and Public Works Traffic Division (“County”) consider restricting vehicular access to Flagler Street, from Biscayne Blvd to Northeast 2 Avenue, on Weekends (Friday-Sunday) and for other street events that may occur from time to time, for a period of one year; and

WHEREAS, the City Commission urges for the County to review the request that vehicular access be restricted to Flagler Street, from Biscayne Blvd to Northeast 2 Avenue, on Weekends (Friday-Sunday) and for other street events that may occur from time to time, for a period of one year; and

WHEREAS, pursuant to Section 2-96.1 of the Code of Miami-Dade County, Florida, the County has exclusive jurisdiction over vehicular access within the City; and

WHEREAS, the City lacks jurisdiction governing the same, preventing the City from unilateral control of vehicular access on Flagler Street within the City, absent approval from the County;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The City Commission urges the County to restrict vehicular access to Flagler Street, from Biscayne Blvd to Northeast 2 Avenue, on Weekends (Friday-Sunday) and for other street events that may occur from time to time, for a period of one year.

Section 3. The City Clerk is directed to forward a copy of this Resolution to Mayor Levine Cava, County Director of Transportation and Public Works, and the members of the Board of County Commissioners.

Section 4. This Resolution shall become effective immediately upon its adoption.

Seems intentional. Someone wants this street to stay closed. Even in the comments, many are just “accepting” oh it’s been closed for years just keep it closed. Horrible tactic that works. Who is behind this?

Didn’t owners pay a special tax assessment for this street to be fixed with the idea to be reopened years ago? Will they get any of that back if the commission just keeps this closed. It hurts traffic patterns in the area not to mention businesses impact. Who is behind keeping Flagler shut down???

I’m good with closing and making a nice pedestrian area. However, not so fond of the businesses on the street using the sidewalks for their expanded business as free rent while making the people walk around tables and clothes racks etc.

Some cities have rents for the ‘sidewalk cafe’. It does add a nice ambiance to the area but not like the Lincoln mall area – which has so many tables you can’t walk through very well.

Flager in Downtown has been closed for renovations for at least 3 years and traffic has been the same. Once renovations are completed, closing the street during weekends is an excellent idea. Actually, there is a flea market every Sunday in the already finished part of the street between Biscayne and NE 2nd Av, that is pretty popular.
